Japan plans to launch drones from High Altitude Platform Stations (HAPS) operating in the stratosphere in 2025, providing wider network coverage than ground stations.

The new international agreement was reached by 163 countries at the World Radiocommunication Conference. The HAPS base station will emit radio waves at an altitude of about 20 kilometers, providing a higher level of telecommunications connectivity and coverage and narrowing the digital divide.

Japan proposed the establishment of four frequency bands as global standards for airborne stations and was approved. This plan will utilize the 1.7 GHz, 2 GHz and 2.6 GHz frequencies as flying base stations. Testing has begun, with SoftBank successfully testing its HAPS autonomous aircraft in the stratosphere, delivering 5G connectivity to Rwanda.

A HAPS technology demonstration is expected to take place during the 2025 Osaka Expo.
