The European Parliament has finally approved broad EU rules governing artificial intelligence, including governing powerful systems like OpenAI’s ChatGPT. The rules were first proposed in 2021 to protect citizens from technological risks and promote European innovation.

Since its launch in late 2022, ChatGPT has sparked a global artificial intelligence competition. The regulation is supported by 523 members of the European Parliament. 27 EU countries are expected to approve it in April, and the law will be officially released in May or June. The rules take a risk-based approach, imposing strict restrictions on high-risk AI tools and setting out fines for violations.

Regulators said there are still many details that need to be clarified, but European Commissioner Breton called the legislation a risk-based, future-oriented and balanced regulation that withstood the pressure of special interests.
