Samsung Electronics has delayed plans for mass production at a new chip factory in Tyler, Texas, potentially affecting the Biden administration’s goal of increasing domestic semiconductor supplies. The $17 billion wafer fab is not expected to begin production until 2025, later than the second half of 2024 previously planned.

Choi Siyoung, president of Samsung’s foundry business, said in a speech that he could not confirm a timetable. The move echoes TSMC’s decision to delay production at a new factory in Arizona. Delays in factories operated by the two major chip manufacturers in the United States may affect Biden’s chip plan, which aims to increase domestic production in the United States to prevent supply shortages.

Issues with U.S. environmental permits and government support have long been troublesome for domestic chip projects.
