The United States and the Philippines are discussing how to counter China’s dominance of the Philippines’ nickel processing industry. Possible moves include a tripartite arrangement, with the Philippines providing nickel raw materials, the United States providing financing and a third country providing technology.

Those talks are still in their early stages and key factors have yet to be determined, such as whether the United States will provide funding. The discussions come amid growing U.S. concerns about China’s involvement in Indonesia’s nickel processing sector.

U.S. officials say nickel is critical to President Joe Biden’s push for a green energy transition that could be part of a move to reduce reliance on Chinese minerals.
