Allowing import of small-displacement CBU cars will harm local industry

Liu Zhendong, deputy minister of the Ministry of Investment, Trade and Industry, said that allowing the import of small-displacement complete vehicle units (CBU) vehicles may lead to dumping and hinder the goals of the local automobile industry.

He stressed that if original equipment manufacturer (OEM) companies shift their activities from local production to imported CBU vehicles, it will affect the country’s automotive policy objectives. This move may affect the local production investment of OEMs and domestic auto companies, and have a negative impact on local suppliers and employment opportunities. This was in response to whether to review the standard operating procedures and import licensing regulations for low-horsepower vehicles.

Liu Zhendong pointed out that the local automobile industry roadmap encourages local assembly activities, regardless of car brand or engine capacity. He also emphasized that small displacement does not mean low price, because various taxes and fees still need to be paid.
